Position Title: Payroll Manager (Japanese Skills)
Location: Dalian
DIMENSION & SCOPE
This position is responsible for supervising payroll preparation and processing; updating and maintaining payroll related records and data files; and maintaining the payroll database. Plans; coordinates and organizes the workflow to meet rigid payroll deadlines.
PRINCIPAL DUTIES AND RESPONSIBILITIES -Responsible for the preparation and processing of monthly, semi-monthly and weekly payroll runs. -Directs the analysis, investigation and correction of errors associated with the editing of payroll data. -Prepares general ledger journal entries for voided and issued payroll checks; also prepares journal entries for payroll cash disbursements; responsible for preparation of payroll liability account reconciliation to the general ledger. -Responsible for recovering wage loans, relocation reimbursements, etc. from terminated employees. -Supervises the manual processing of wage loans, payroll adjustments, paychecks, benefit adjustments, special bonus awards, and commission payments. -Responsible for issuing W-2 and W-2P forms to all employees and makes revisions as necessary. -Responsible for the preparation and processing of manual checks, garnishments, IRS levies, and child support payments in a timely manner and according to federal and state regulations. -Works directly with payroll system programmers on enhancements and maintenance to the payroll system. -Responsible for tracking foreign payroll taxes; calculates hypothetical taxes and processes tax settlement calculations for employees on international assignments. -Responsible for special payments to employees, tracks payments to be grossed-up and ensures proper gross-up is applied. -Responsible for the correct deduction of federal, state, local, SUI, and SDI taxes from employees’ wages. Identifies system enhancements and solutions to program problems. -Provides assistance to payroll associates on a daily basis. -Assists the tax accountants with the preparation of foreign tax returns for employees on international assignments. -Responsible for selecting, training, developing, and managing performance of professional and non-exempt direct reports; providing prompt and objective coaching and counseling; and coordinating, planning, and assigning work for staff in accordance with the organization’s policies and applicable legal requirements. -Responsible for preparing and submitting state payroll tax returns.
EDUCATION AND PROFESSIONAL CERTIFICATIONS -Associate’s degree in Business Management or the equivalent of a minimum of four to six years related work experience in payroll systems and supervision. -Attainment of, or the significant progress towards, the Certified Payroll Professional designation is highly desired.
CANDIDATE PROFILE -Thorough knowledge of payroll systems. -General understanding of system programming. -Thorough knowledge of company and departmental practice and procedures related to payroll activities. -General knowledge of the company benefit plans. -Thorough knowledge of the payroll cash flow through the various general ledger accounts. -General knowledge of various foreign payroll tax withholding and payment procedures. -Ability to plan, organize, and schedule work flow to meet rigid payroll deadlines. -Ability to process a high volume of detailed work in a short time frame. -Thorough knowledge of tax regulations in regards to withholding of payroll taxes. -Proficiency with various software programs, including Microsoft Word, Excel, and PowerPoint for Windows. -Experience in managing functional groups.
