Position Summary Ensure organizational goals are in the best interest of the organization, while properly utilizing resources to achieve these goals. Mainly responsible for the planning, implementation and tracking of overall learning and developmental activities in Dalian.
1) Planning and implementation of learning and developmental interventions Contribute to the process of planning, development and implement of L & D goals and initiatives. Specific roles and responsibilities: Collect needs on constant basis from different audiences in business functions; Consolidate, analyze, and get conclusions to make them the base for the development of the L & D planning.
In light of the Plan, drive for the implementation of the goals and initiatives in functions to make sure the interventions are followed, applied and contributed to the business goals. When required, develop learning programs as needed. 2) Training delivery and project management Strong presentation/facilitation skills when delivering classroom training and/or group session through effective interactions. In addition, the person should also manage projects L & D initiated or across functional. 3) Customer interface It is highly important the person has strong customer interface capabilities. It is expected the person has the desire to understand business and people, build relationship with functional counterparts, communicate L & D initiatives, collect feedback, and more, to provide consultant services to help business improve learning and performance. 4) Analysis and evaluation The person should have strong analytical skills in analyzing data and problems (e.g. Training Needs Assessment); perform evaluations on learning effectiveness and customer feedback, get conclusions, and propose learning and development interventions to address business issues. .5) L & D functional expertize The person should possess basic knowledge and skills of learning & development, and should progressively increase expertize in areas such as training needs assessment, program design and development, strategic planning, operations of Learning Management System, evaluation. In the long run, the person should develop consulting skills for organization development.
Scope and Complexity Develops and executes policies/procedures which affect learning and development operations. Ensures budgets, schedules and performance requirements are met. Supports and contributes to L & D team success with other necessary responsibilities. Works on complex problems where analysis of situations or data requires an evaluation of intangible factors. Exercises judgment in development methods, techniques, and evaluation criteria for obtaining results. Makes decision(s) on administrative or operational matters and ensures effective achievement of objectives.
Qualification 3–5 years of training and/or HR work experience Strong project management skills Strong communication and presentation skills Needs Assessment/ Diagnostic skills Research and evaluation skills Consulting skills Training delivery/facilitation skills Presentation and interpersonal skills, verbal and written communication skills Advanced PC software and spreadsheet applications. English a must, Japanese/Korea language a plus Curriculum design skills are a plus
